The Government of the Republic of Somaliland forcefully condemns Mogadishu’s latest e-CTN circular; a hostile, unlawful attempt to extend control over Berbera Port and interfere in Somaliland’s sovereign maritime affairs.

Let this be made unequivocally clear: Somalia holds no authority whatsoever over any inch of Somaliland; not our ports, not our borders, not our airspace, and not our territorial waters.

Mogadishu’s threats of fines, cargo seizure, license suspensions, and prosecution are nothing more than political theatrics; baseless, unenforceable, and entirely irrelevant to Somaliland.

This circular represents a reckless overreach by a government that neither administers nor influences affairs in Somaliland. They cannot impose rules on a nation they do not govern. Berbera Port operates under Somaliland’s laws alone, and will continue to do so.

Any directive issued by Mogadishu that claims jurisdiction in Somaliland is null, void, and rejected in full.

The Republic of Somaliland will decisively defend its sovereignty, protect its maritime domain, and ensure that international shipping companies continue to operate safely, lawfully, and exclusively under Somaliland’s authority.
