Retroactive pensions and the long-term financial burden on Local Governments
If there were one mayor and one assistant for each of the 23 degmo doorasho in each of three terms, the basic number of beneficiaries would be:
23 areas × 3 terms × 2 people = 138
That is 138 people receiving pension benefits. Who decided 3 term Mayors and deputy mayors qualify for the pension and on what bases. For instance Burao changed Mayors this term three times then do they all deserve pension. Can Government avoid to pay such huge some yearly. Doesn’t this issue seem like a joke, although Xildhiban Cudhay said this filthy idea passed all levels but Somaliland should have clear legislation explaining:
Who is eligible for a pension….
How many years of service are required….
Pension benefits should be earned through transparent rules.
My two cent worth of advice to the government is a person should not automatically receive a pension merely because the title attached to the person’s position was “mayor.” The essence or the real meaning of a pension is financial security after retirement which is either for a long service or according to age.
